William Jefferson, the congressman with the $90,000 of cold cash in his freezer, won reelection in the LA-02 runoff against Karen Carter. Only 60,000 people voted (vs. typically over 200,000 in other CDs). Clearly New Orleans is nowhere near its prehurricane population.
